A French citizen has been detained in Moscow on accusations of gathering information about Russia’s military activities and failing to register as a “foreign agent”, according to Russia’s Investigative Committee (SK).
The unnamed male suspect was reportedly arrested in a Moscow cafe, as shown in footage released by the SK. A Switzerland-based NGO later confirmed that its adviser, Laurent Vinatier, was the individual detained in the Russian capital.
The NGO, Centre for Humanitarian Dialogue (HD), stated that its main activity is to prevent and resolve armed conflicts around the world through mediation and discreet diplomacy. They are currently working to secure Vinatier’s release.
France has not yet commented on the situation, as tensions between Paris and Moscow remain high due to Russia’s invasion of Ukraine in 2022.
The SK announced that a criminal case has been opened against the Frenchman, who has allegedly visited Russia multiple times over the years and held meetings with Russian nationals. The suspect is also accused of failing to submit the necessary documents to be included in the register of foreign agents.
Russia’s 2012 law requires individuals who receive foreign support or are influenced from abroad to declare themselves as foreign agents. This law has been used to suppress opposition to President Vladimir Putin and has led to the detention of individuals, including foreigners.
If convicted, the Frenchman could face up to five years in jail. This case is reminiscent of the arrest of Russian-American journalist Alsu Kurmasheva on similar charges last year.
