Senate Approves $95.3 Billion Foreign Aid Package for Ukraine, Israel, and Taiwan
In a significant move on Tuesday, the Senate was on track to approve a $95.3 billion foreign aid package for Ukraine, Israel, and Taiwan that has been stalled for months. The legislation, which had bipartisan support, passed a critical procedural hurdle earlier in the day with a vote of 80 to 19, indicating widespread backing from both parties.
To navigate around opposition from right-wing Republicans in the House, Speaker Mike Johnson of Louisiana devised a complex plan over the weekend. He divided the package into three parts for each country, allowing different coalitions to support each one. Additionally, a fourth bill was added, which included new sanctions on Iran and a measure to require the sale of TikTok by its Chinese owner or face a ban in the United States. After passing, all four bills were consolidated into one and sent to the Senate.
Final approval by the Senate, expected as early as Tuesday night, would send the package to President Biden for his signature.
The foreign aid package includes:
$60.8 billion for Ukraine:
– Military funding for Ukraine makes up the largest portion of the package, with a focus on replenishing American defense stockpiles and providing funds for the purchase of U.S. defense systems.
– Additional provisions include the requirement for the Biden administration to send more American-made missiles to Kyiv and seeking repayment of $10 billion in economic assistance.
$26.4 billion for Israel and aid for Palestinians:
– The package allocates military aid to Israel for defensive capabilities and provides humanitarian aid for civilians in Gaza.
– Funding is barred from going to UNRWA, the main UN agency providing aid to Palestinians in Gaza.
$8.1 billion for Taiwan and other allies:
– Aid is provided to Taiwan and other U.S. allies in the Indo-Pacific region to counter China, with provisions for the quick supply of offensive weapons and advanced U.S. weapons technology.
A sweetener bill:
– The package includes several Republican priorities, such as redirecting funds from seized Russian assets to offset American aid to Ukraine and imposing sanctions on Iranian and Russian officials.
– It also includes legislation to force the parent company of TikTok to sell the platform or face a ban in the U.S.
The approval of this foreign aid package marks a significant step in supporting key allies and addressing global security concerns. Stay tuned for updates on the final vote and President Biden’s response.
